I've used this company before.

Live Premium Rate Numbers

Premium rate numbers begin 090.

0845 are not premium rate.

I had a few 0845's set up over the last 10 years for an alternative business (now gone tits up BTW) and they are not a premium number. In fact, out of hours calling actually costs YOU...a matter of pence per call. The scams are all but gone now I think with ICSTIS tightening down on things. My numbers were through Opera Telecom who were good for my needs, but have a stinking reputation for the bill payer!

Gone are the days were you could have a good 070 personal mobile scam...
