This is a good point, I hadn't realised he had been banned several times recently, although surely once ban has been served you have a clean slate again.

It's pretty normal for any legal system to be harder on repeat offenders. Or, for first offenders to be given leniency, depending how you look at it.

I couldn't disagree more, people with a ban history should be firmly in the last chance saloon. People who've had a permanent ban shouldn't re-appear as sockpuppets either.
