Could it be that they had people doing a runner in the past and leaving bills unpaid.
The agents (after contract was signed) remarked that the previous tenant was apparently "untrustworthy" to be given keys to access meter readers, that's where I saw PAYG electric
I called current supplier Scottish Power and they said they'll change it for free since I was their customer for a while. NPOwer should give me a call back to tell me if they'd do it for £60 quid.

It will take 4-6 weeks to change!
Not sure about lately, but i've always had joy (if that's the right word) when changing power company by finding the cheapest on price comparison wbsite and then going through quidco to join as in the past i've had £60-80 ish every time i've changed opwer company - usually with a 12 month tie in though.
FFS, got keys from new place and power meter there is pay as you go with 3 quid left, I ask I want to get proper one, electric company says they want me to be 12 months on PAYG FFS!!!
They shouldn't do that. Advise them you want them to do a credit check on you and fit a credit meter, if they don't then you will switch supplier. Of course, if they've done a credit check on you and decided on the pre-payment meter because of your credit history then you're a bit stuck really.

They have not done any credit checks - they say it's company policy, IMHO they just want to get more money via PAYG, ffs - I already pay enough for energy (like over £100 per month).
If they don't give me call back offering free change ASAP I'll move in with my current supplier who said they'll do it for free.
Now I am going to hunt those places where they offer effing top ups.
