I've been bought in by the board of a major corporation to sort out the IT department. Apparently the CIO has hired a number of consultants and contractors from different companies yet has provided no guidelines towards the demarcation of responsibilities. A number of projects, which are extremely important to the company, are getting to the point where it is no longer feasible to continue with them. As such, I have recommended to the board that the CIO be replaced and day to day running passed to external firm (Darmstadt GmbH) who will then ensure that this 'pile of tulip' is sorted out by banging some heads together and telling people to get their fingers out and do their jobs.
