IIRC the lib dems were going to abolish IR35 by making the treatment of dividends the same as other income ie subject to tax and ni just as if they were salary

Yeah, I don't understand why everyone's so excited about IR35 being abolished when it hardly seems to affect genuine contractors at the moment anyway (i.e. those who move regularly between contracts). It's bound to be replaced with something far more efficient and all-encompassing.
