I had reinstalled the accompanying dial-up software recently and mistakenly supplied an APN of "three.co.uk" (which placed me behind their proxy/caching infrastructure) rather than "3internet" (which gives me a public IP address). The message I was getting from Three indicated that they were denying my request based upon my "system policy". Or something.
Changing the APN seemed to solve the problem anyway.
