    It's really simple, Gordon.

    1. Admit that NICs are a tax, and stop having 2 categories of income, one liable and one not.

    2. Allow people to claim actual expenses for training, whether they are Accenture or Joe Bloggs.

    Presto! No need for IR35. No need to decide whether someone is an "employee" or a "real business". Because you're taxing income and not activity.

    No, do it New Lie style.

    Have 15 types of income tax.

    Income tax (with 732 bands).
    National Insurance (at least 5 types)
    Pay Levy
    Income Charge
    Wage Duty
    etc.

    Then create 246 rules on how to apply the above.

    Then create 375 ways to claim some of them back as tax credits.

    You know it makes sense.

      Ive come to the realisation that a simple tax system is not in the best interests of this government.

      Think about it, if they make assessing our tax simple that also means that their reporting on tax and government spend would also have to be simplified. The net result is that things like the rail track (or what ever that big rail body was called), who lost the government a billion pounds, debacle couldnt be hidden by a simple status change (from public to provide body).
