No. there must be a way of giving everyone the vote without all the trappings that are causing many of the problems we see today.

It would avoid a lot of corruption as well. The current system encourages corruption

You asked for a system, not a practical mechanism.

Alternatively, the Tranai method: anyone who wants to accept the job of president can do so. Any citizen who disapproves of the president can register a negative vote. After a threshold of negative votes is reached, the president's head is automatically blown off.
