The 2005 winner of the annual Plain English Campaign award for gobbledegook is welsh labour MP Rhodri Morgan, Welsh First Minister, for:

Mr Morgan also won in 2004.
Amazingly, Prescott isn't in the top nine. Perhaps they think he does it on purpose. Yesterday I heard him refer to the smoke from Hemel Hempstead as containing "Carbon dioxide, carbon monoxide and hydrocardigans."
