Europe wanted a 'face' for the world stage so the French and Germans picked a nobody so their own influence wasn't diminished, pointless.

The Germans aren't too bothered about this position which is why they didn't put anyone forward, they're also working to their own agenda as they're after the presidency of the European Bank. Probably a more important role
