Being mediocre is more than I can dream of aspiring to.
How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

"tulip hot, accomplished contractors" are those who invoice lots, avoid the bench, don't get too stressed and generally enjoy the contracting lifestyle. Actually being good at what you contract at will certainly help, but there are other skills that are very important too.

In other words, a technically rubbish developer (say) or hopeless project manager can still be an excellent contractor.

If you are an ex-contractor surely your id should be terminated?
