He doesn't imply that ALL African migrants are as described. The OP says that this country doesn't need the ill educated, unqualified ones (clearly these are a sub-set of all Africans) -
Ok I will grant that to imply that all African migrants are "yet more ill educated, unqualified economic migrants" is a little bit racist.
However to suggest that most are may or may not be true. In this context (pushing back illegal immigration re Libya etc.) I would suggest it is most probably true as the educated, qualified migrants would probably come in legitimately.Hard Brexit now!

Yes, well, I meant in the context of the rest of the post, about the "chain of illegal immigration" from Africa. And I don't think it's Racist to point out that the chain of illegal immigration doesn't usually include White Africans amongst its fee-paying customers.
