Nothing new here.
Wearing tights was normal for men at various points in the 15th-18th centuries.
And in the 20th century we had long-johns which are much the same thing.Hard Brexit now!

How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.
