Problem is, its against the law to force anyone to work- slavery and all.
Its also against the law for the state not to support anyone that chooses not to work.
If thats the life these people want to live, then they are entitled to it.

I think JSA should be equiv. to min. wage and then they can work for the council sweeping the streets, cleaning graffiti, jet spraying footpaths etc.

I bet they used to work at the Peek Freans factory. shame it closed. when I first started commuting it was still open.
