      show me the justice report that blamed the fans. It doesn't it blames the police, the stewarding and the ground, the club and the council.

        Exactly !! Then you have to ask why so many were there without tickets.

        The bottom line is that there were fences that stopped fans escaping the crush. It was the behaviour of football fans over previous years that caused the authorities to adopt this measure and all fans had their elements of hooliganism that helped to bring about this measure, so they cannot be totally innocent.

          The allocation of ticketing was wrong, the policing of the fans outside was wrong, thats why more than the required amount were let into pens 3&4.

          The pens to the left and right were not heavily used, the police opened the wrong doors and allowed a surge.

            There were political reasons why fans were not apportioned any blame IMO. Just because a report states something as fact does not necessarily mean that that is the case and you would have to be pretty naive to actually believe that.

                Liverpool had far more supporters than Nottingham Forest but were given 6,000 fewer tickets and allocated the smaller Leppings Lane stand.

                Yet another failure. Not the fans.

                    .. but if the fencing had not been there we would not have had the number of deaths that occured, so I don't think you can absolve those that caused fencing to be the policy at the time. All hooligans must bear a portion of the blame, however small IMO.
