Standing areas were not the reason for people dying. The fencing off of areas that did not allow fans to escape was the major reason coupled with the police allowing thousands of people in without tickets.

The capacity in pens 3&4 should have been 1500 - nearly 3000 were allowed in.
The standing area with the barriers was not suitable for more than 1500 people, yet 2000 where already in by the time the police opened more gates to allow more people in.

show me the justice report that blamed the fans. It doesn't it blames the police, the stewarding and the ground, the club and the council.

The bottom line is that there were fences that stopped fans escaping the crush. It was the behaviour of football fans over previous years that caused the authorities to adopt this measure and all fans had their elements of hooliganism that helped to bring about this measure, so they cannot be totally innocent.

There were political reasons why fans were not apportioned any blame IMO. Just because a report states something as fact does not necessarily mean that that is the case and you would have to be pretty naive to actually believe that.

.. but if the fencing had not been there we would not have had the number of deaths that occured, so I don't think you can absolve those that caused fencing to be the policy at the time. All hooligans must bear a portion of the blame, however small IMO.
