They're probably advertising these jobs at such low rates, so they can ship in a cheapie contractor from abroad. When applying for the permit they can say "well we did advertise <shows advert> but no-one suitable applied".
Permie rates are getting ridiculously low too. Saw this today, for a job in central London:

Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.
