I sheet you not. Just received some SPAM from "Vanquis Bank" offering me a credit card with a 39.99% APR.
That's actually quite reasonable for Vanquis. I did some network install work for them a few years back, they specialise in the "lower income" bracket of society (ie: people who cant really afford a loan but need one)

That's true. They are part of Provident Financial Plc.... who are commonly in the news for offering loans to low income families with up to 300% APR, so you've got a bargain there.
Although, I bet if you look closely there are no late payments fees or penalties if you dont pay for a few months so, in some circumstances (i.e. your the type of sub prime market they focus on - which I'm certainly not suggesting you are), it might actually be alot cheaper than a regular high street provider
