They tried that in a lot of local authority areas and still do today (social housing on new estates). I do agree with you to a point. Hmm, what about benefits top ups through paid public services. Street cleaning, whitewashing walls, landscaping parks, planting trees, whatever it is, a means for the least well off in society to earn a bit more, do something useful that can go onto a CV (do benefits wasters have CV's? never though much about it!)Comment
