How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

I blame the translating service.. what the hell where they doing sending a reply in Welsh to a company that was asking for translation services? If the council had been able to understand the email, they wouldnt have needed a translator.
