On October 8, 2008 at approximately 4:00 AM a Clarkstown Police Officer on routine patrol observed a 98 Honda pull out of a parking lot onto Rt 59 Nanuet which he failed to signal when turning. The vehicle was stopped and the driver was identified as German Hernandez age 25
