Only your accountant can answer what you're paying currently.
If it's not a tax year, then someone who wanted to escape paying tax may just open a US dollar account and get their money paid into that. I've heard that's what they do in the city with their bonuses, allegedly.
Only you can decide if it was a bad choice or not. Having been to Dubai before (not working) I loved it. You have to way up the pros and cons of what you want to get out of it.
