That's right. The outside lane is there for when the middle lane is blocked and you need to overtake.

I mean, it's true that people shouldn't just trundle along in the middle lane at 60mph for miles on end when the inside lane is empty, but it's also true that drivers shouldn't do millions of other things which they do on the roads. There are far worse things than middle lane hogging. Just overtake them and carry on.
