Some continental European films are much worse in terms of sex and violence than anything seen on UK or US TV or general cinemas. For example, I bought a French film called "Irreversible" [ http://www.imdb.com/title/tt0290673/ ] for a couple of quid in a bargain bin, having no idea what it was about and it was utterly gross. The rape scene went on for several minutes, and some guy is graphically shown having his head bashed in by a fire extinguisher!
So if violent films are to blame, I'd expect the French in particular to be raping and murdering each other by the bushel.

Continental Cinema has largely escaped the censor as the assumption is that only educated middle class types watch them, whereas impressionable young working class needs need to be protected from Rambo style movies.
On the whole, there is some logic to that assumption. I can't remember any violent yobs being inspired by Kieslowski's 'Short film about killing'.
