That's not the definition of a failed state. Military expansionism is a sign of a thriving state.
Failed states don't have a functioning military, or functioning politics, mafia-corrupt or otherwise.
If you've still got the power and the organisation to repress the citizens (your own or somebody else's), you're not a failed state.Comment
