For a laugh, I sent a copy of the photo of the couple having a pillow fight to the assessment unit at the authority where I work.
This is what they replied back :
In the picture you submitted for review, there are a number of elements which give cause for concern.
1) Domestic Violence is portrayed in the picture. It appears that the female is in the aggressor role, since she has a height advantage and also because the male is in a defensive role, attempting to shield himself from imminent attack. <organisation> has partner links with http://www.mensadviceline.org.uk/ and more information can be found there.
2) Judging from the picture, the male is half in the bed, and it can be surmised that he has made an inappropriate sexual remark to the female, regardless of their relationship. Hence, the female may be reacting to reinforce her non-compliance with his sexual demands. So whilst the image may indicate a couple “at play”, there is always a darker and more sinister meaning to innocuous pictures, which need to be interpreted by the viewer.
Of all tyrannies, a tyranny sincerely exercised for the good of its victims may be the most oppressive. It would be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience.
An act which threatens or appears to threaten a person's life
This line of the law seems to threaten 90% of all holywood output at the moment.
It will not be long before some self righteous git is screaming for the law to be applied to mainstream movies.
Mel Gibsons Payback would certainly be under question.
