The question is how to provide adequate protection? If the community are made aware of them being local, they may as well be locked up. The Bulger Murderers where children who killed a smaller child who was a stranger, like Mary Bell. (She actually killed two toddlers.)
This guy is an adult who tried to kill his own daughter.
She was taken away from her family , did not kill another child, was given anomity and managed to raise a daughter to adulthood.
This adult is a danger to anyone who he has children with as he has not learnt that a child is a separate human from himself and his partner, and killing another human being is wrong. This is what people are suppose to learn as children.
