Offences per 1000, Liverpool: 45.7
Offences per 1000, England & Wales overall: 24.9
Offences per 1000, City of London: 217.4
Offences per 1000, Greater London: 31.8

To add to this: Many of the alternative horrific crimes listed in a post above concerned the London Borough of Lewisham, population 247,024, offences per 1000: 32.1*
