                    Cars used to produce carbon monoxide - not a greenhouse gas.
                    Cars now have a catalytic converter and produce carbon dioxide - a greenhouse gas!

                      Wouldn't suprise me if it's a symptom of the kind of joined up thinking our government does, when they struggle to do joined up writing most of the time.

                      So the solution is easy. De-cat your car, and put it back on for the MOT!

                      The problems with carbon monoxide and fatalities will also help alleviate the overcrowding issues.
