It's legally better to not clear your driveway of ice and snow than to clear it. This is because if you clear it and someone slips and injures themselves anyway they can sue you for being negligent in your actions. If you don't clear it then they have no action against you as the danger is apparent and the risk taken by walking on it is taken by the person who got injured.
