Don't find it offensive at all. It's satire. It's meant to be thought-provoking.
Banning it would only mean another nail in the coffin for free speech, and more importantly, would further end the ability of nations or people to take the complete urine out of each other.

Haven't seen the one of the skinhead, but have certainly seen a few others here and there. The ones of 'Hitchco ck' and Cleese I found quite good. The ones with Blair, Thatcher, or things depicting fox hunting etc. seem rather weak though to be honest.

Don't think it's what could be considered generally offensive - the Flemish policeman in the ad is a bit a stereotype as well (a French speaking marketing agency perhaps?
), implying that everyone in the world, including the English copper should speak 'Flemish'.
The 'London' cabbie (Khan Masood) apparently appears to winning the votes at the moment over the - very diplomatically named - Belgian (Marcel Beulemans) in any case.
My only real criticism would be the allusion in the TV ad of a more multi-cultural society in Belgium.
