I was in Leicester last month. I was trying to find a shop in the city. There was some sort of parade or something along one of streets. There were officers ( in green jackets ) on each corner , they told me they are protecting the event. They looked like policemen to me because of the jackets but I can’t really tell if they weren’t from a private firm.

I asked for directions three of them , none of them were English. They could hardly speak English.
