In fact the concept of 'sacrificing' civilians to further the aims of the states geo-political ambitions is not new - eg if you research Operation Northwood - a plan by the US security forces to shoot down a US civlian airliner over Cuba to justify an all out assault on Cuba was considered in the early 60s.
As for the original post, an aspect which should disturb anyone who has studied the politics of the Cold War - it is alarming that China would conduct any millitary exercises with Russia given the whole focus of US strategy during the 60s and 70s was to stop any prospect of a Soviet Sino alliance - to my knowledge the exercises held by the Warsaw pact 2 nations was the first and only time the Chinese PLA has conducted any millitary exercises with any foreign power.
Russias consequent millitary investment in new superior missile systems etc is predictable as a consequence of Washingtons uniltareral milltary adventures and its encroachment on Russias Eastern borders - the Kremlin cannot tolerate such threats to its borders.

Yes, but Russia never believed in MAD, because it is complete nonsense. There's no end of the world even with a full scale nuclear exchange. I could pull out quotes from Russian generals stating just as much, that it's a peculiarity of the western mind to believe there are no winners in a nuclear conflict, if I could be bothered to find them.

The sino soviet split was a deception, the purpose of which was to convince the West that the world Communist movement was not united. Classic Leninist deception to further long range strategy.

It never had superiority during the Cold War. The entire communist Bloc couldn't have taken on NATO without suffering unacceptable losses. Now due to American disarmament thanks to the false collapse of communism the Shanghai Cooperation Organization and the many third world nations affiliated with them have an advantage.
