            Yes - the Irish Republic was declared as all 32 counties, and while partition was accepted at the creation of the Irish Free State, the constitution remained. But it was pretty symbolic and aspirational with the important practical effect that it allowed people in Northern Ireland to receive Irish citizenship if they wished to.

                    I thought there was a referendum to remove section 23 of the constitution in Ireland. It was removed so the Good Friday agreement could be put in place.
