If you really want to know the source of the agents power, it is that contractors are so driven by self interest (I think you contractors might use the word "greed")that they are happy to put up with the unprofessional behaviour of agencies.

So we need a trade union?

Why isn't there a fixed commision by agents just like estate agents. If you ask them directly they are not going to tell that they are skimming off 40-50% money.
Can't they be forced to disclose actual commission by some govt regulation authority just like all other agents ?
