You're being ridiculous now. In this case the difference with these signs is that they are illuminated internally rather than externally so they have a little black rim around the edge that seals in the light bulb instead of being flat with a light shining down on to them. It's so blatently obvious that they are legitimate signs that it's impossible to believe that anyone could think otherwise. There is no doubt whatsoever. Anyone who has been across Tower Bridge has seen them and everyone knows what they mean and that they are legitimate. This is simply a case of a bunch of low-lifes who have heard from "a mate of a mate of an ambulance chasing lawyer" that they can get away without paying their fines. The high court judge has quite correctly stopped that nonsense.

The way to settle this is to see a picture of said signs. My Google fu is obviously lacking as I can find loads of pictures of Tower Bridge but none of the signs....

According the Road Traffic act any change in urban speed restrictions within a major road with streetlights must be accompanied by illuminated speed restriction signs.
