    Amazon use an auction process.

They offer a load for delivery at a low starting price say a week ahead. As the deadline approaches they increase the price until a lorry firm bites and clicks the button accepting the load.

Because there is a shortage, the price can go really high as amazon gets desperate to find a lorry to deliver the load.
People give amazon such a hard time for being this evil capitalistic demon organization.. but in reality they partner and enable so many small businesses which actually helps create a middle class.

      Well, who should pay it?

Obviously the recipient, which form can be debated
