Since nobody's actually helped Boris with a list of parks which are closer to SW1 than Stratford, I'll start with a few:
St James's Park
Green Park
Hyde Park
Regents Park
Battersea Park (if he doesn't mind going south of the river)
Quite possibly Greenwich Park, although that's tough on a bike.
