It's a system conceived in the 18th century that really doesn't seem fit for purpose now. It skews towards smaller (generally Republican leaning) states where 200,000-300,000 votes is needed per electoral college vote versus 600,000-700,000 votes in the most populated states like California, Texas, Florida, New York, Illinois and Pennsylvania. The divisiveness seen in recent elections is only going to get worse. -

Labour is abstaining as it allows them to criticise the legislation. If they vote for they can't criticise it - Blair did that with the Tories.
