I have a suspicion that migrants who come across the mediterranean on a boat from tunisia probably don't fill in a visa application.

And if they don’t fill it to satisfaction of the receiving side they ought to be put on the first boat back.

Any sensible asylum seeker would not have a problem with that - as in condition of stay is obeying laws and customs of the country that was kind enough to let them stay.
