A bit like People Per Hour? It lets you post a "Project" on any given subject and then people/companies can bid for that work.

I just tried that and it failed miserably. Google worked better.

This site include mostly software developers as suppliers. My application will include all industries with ability to filter them.

The site includes designers, managers, teachers, recruiters, change agents .... it's not 'for' software developers only. Thanks

Have a look at Maven or Currnt or Pick My Brain.

These platforms are more akin to crowd sourcing data or getting 121 advice from someone in your industry.
HeroX also does that... so in essence....to answer your original question... YES, this is a good idea and there is a market for it.
