I think it will go up:

Germany certainly has had a relatively low fatality rate - but that could still change.Many of the early tests were of younger people, most of whom are less vulnerable to the virus.
But there have been signs in the past few days the fatality rate is increasing - and it could yet spike as it has elsewhere.

Each Bundesland has it's own testing protocol & labs, resourcing for PPE , deciding on school closures - I read recently the authority of each Bundesland played a significant part in taking action sooner rather than waiting for instruction from central government.

I guess that's the up side of Germany being a federation, it's always going to have regional independence
