Who says he was? The only reason they mentioned review of ER was to blunt message from “think tanks’ who always attack it, the amount of money from ER is bugger all -
well, when senior police officers, judges, barristers, solicitors and senior civil servants etc. are allowed to be members of secret societies, then clearly there is the opportunity for corruption. If you personally haven't suffered as a result of such power, or have never seen it at work, then you are a lucky man.
