It sounds from what you are saying that translation services are accepted and allowable. Your initial post suggested that this was an underhand method of cheating. It's not unusual that one will have excellent English, and provides translation services for the rest.

Some Esteemed Customers are extremely bright but held back by the difficulty they have in understanding what's being said or written.
And certainly those from the Orient will have far far better understanding of mathematics than the local oiks, to whit:
"How are you doing with the maths?"
"Oh, it's quite trivial really"
However he couldn't understand how to remove a BNC lead from a scope and apparently the technician gave far too much assistance.
And if this is the case, how do “the numbers” (you haven’t provided numbers yet, just anecdote and conjecture) work in exams etc. Are translation services provided there, as well?

Plagiarism in general and detecting it isn’t new. My wife’s just finished her degree, and every essay went through Turnitin for checking.
