Good question. Viagra works on relaxing and expanding the small blood vessels thus lowing the blood pressure. The Dick has masses of small blood vessels and will absorb the blood thus pumping it up. The neck has large blood vessels hence it won’t get stiff. If the neck had the same structure as the Dick it would become stiff during arousal in normal sex regardless if you took Viagra or not. after drinking ten pints a night for over thirty years I now have millions of little blood vessels in my nose.
