Yes, this is the case. They don't care about 3 points.

I have seen it change over the years, but 3 points is seen as a relatively easy target to hit and for new accounts they would lose too much business

you could always hire a car for a month, you would be surprised how cheap you can get them for a long hire booked long in advance

All 12 of the companies I obtained quotes from loaded the premium due to my 3 points.
