There was a big surge for UKIP in 2015, so I don't think you can conclude that. Clearly it was a failed attempt to get the Brexit vote, but they won anyway.

I think it's beaten by the 'get immigration down to the tens of thousands' pledge. That tells you that Cameron had no intention of winning the referendum.
