        Nah councils are legally obliged to go with the lowest quote.

        So if the lowest quote was £5,000 lower by not using fire resistant material it won the bid.....

                No they are not. They are obliged to go either:

                a) with the lowest price that meet specification / requirements, or
                b) with the most economically advantageous quote (value for money)

                ...unless something has changed recently.

                  What a tragedy.

                  Normally this kind of accidents would be contained in one or two apartments in this case the flames went spread in all the tower in 30 minutes.

                  17 deads and an undetermined number of disappearances, unfortunately, I have to conclude that the number of disappearances will be the number of casualties.

                  The only justice that could be made is that the responsibles who ignored the safety of the building should spend a large time in jail.
