There is a massively complicated mishmash of reasons to what even defines a 'society'. The basics I was aiming at was acceptance of others of different views to your own, gender equality, sexual equality, race equality, amongst others. Impossible to eradicate the human sheep-factor, willingness, and want to obey, have a leader, and follow a thought process dictated by someone in a respectable position.

Aiming for the above does not mean a progressive person wishes to then have evil tyrants entering the country, with free movement.

It is impossible to stop someone who is mentally unsound, unwell, and psychologically disturbed from getting in a car and mowing down innocent passers by - literally impossible. That is the price of a free open society. The police have difficulty detecting and stopping a lone wolf - but our country is frightened to admit this.

It does seem, in the case of the Manchester incident, that the police did not act on numerous aspects of information (I'm not going to call it 'intelligence') and reports, which means an official inquiry is necessary.

They do not wear badges identifying their intentions, do not admit their intention and it is not known if they will commit a crime. If it was, it would be easy to filter them in and straight back out of the country.

Such as the Westminster attacker, it is almost impossible to stop such a person committing such a crime without massive police resources and big-brother state monitoring. The majority are against the latter, for obvious reasons. The solution is to minimise the chance of it happening. It cannot be eradicated. As mentioned, there is zero to stop you losing your marbles tonight, going crazy, and driving into a large crowd of people entirely on purpose.
