Individual stupidity may cause problems for other individuals. Actually that's why I think it would be catastrophic, possibly terminally so for mankind, if a "smart drug" is ever discovered that could make everyone born more intelligent. Think what society would be like if no one was content with their modest lot and practically everyone was a quarrelsome entitled schemer.
edit: Actually, thinking about it, a "supersmart drug" might be fine provided it was mixed with a "lazy drug". That way everyone would have the urge and ability to change the World, but very few people could be arsed to try!
