    Curious to hear the reasoning, if it's only because of the manifesto pledge, why was it proposed in the first place? Did they forgot the pledge, or simply incompetent or both...

        That, in a sense, is spot on. There are many traditionalists in the Tory party as you would expect. Whatever they may say and however some may act at time, they know that going back against manifesto pledges is a big no-no when there's no good reason. A quick cash grab wasn't seen as reason enough.
